Summary of Fees

The Commission provides two options for making payment for services – electronic and by check. Some Commission services, such as Freedom of Information Act requests must be paid after the request has been processed and the requester receives an FMC invoice for the actual services rendered. However, most Commission services can be paid without an invoice when you submit a filing, application, or request for service.

The first section of the table below lists Commission fees by service that can be paid (either electronically or by check) at the time you submit a filing, application, or request for service, and provides a link to the Pay.gov portal where you can make your electronic payment.

Instructions for Paying Electronically


Electronic payment options include debit/credit card and Automated Clearing House (ACH), in which your payment is debited from your checking or savings account. These options are available using Pay.gov. Please review our list of fees below to identify the fees for these services associated with your filling. Fees by Service (invoice needed)


Commission materials that are available for public inspection and copying are billed by invoice. Public records fall into two categories:

  • Records, Information and Materials Generally Available to the Public Without Resort to Freedom of Information Act (FOIA) Procedures – 46 CFR §§ 503.21 to 503.22
  • Requests for Records Under FOIA – 46 CFR §§ 503.31 to 503.34

Paying by Check: Notice to Customers


Authorization to Convert Your Check

If you send us a check to make your payment, your check will be converted into an electronic fund transfer. Electronic fund transfer is the term used to refer to the process in which we electronically instruct your financial institution to transfer funds from your account to our account, rather than processing your check. By sending your completed, signed check to us, you authorize us to scan your check and to use the account information from your check to make an electronic fund transfer from your account for the same amount as the check. If the electronic fund transfer cannot be processed for technical reasons, you authorize us to process the scanned copy of your check.

Transaction Information

The electronic fund transfer from your account will be on the account statement you receive from your financial institution. However, the transfer may be in a different place on your statement than the place where your checks normally appear. For example, it may appear under other withdrawals or other transactions. You will not receive your original check back from your financial institution. For security reasons, we will destroy your original check, but we will keep the scanned copy of the check for record keeping purposes.

Your Rights

You should contact your financial institution immediately if you believe that the electronic fund transfer reported on your account statement was not properly authorized or is otherwise incorrect. Consumers have protections under a Federal law called the Electronic Fund Transfer Act for an unauthorized or incorrect electronic fund transfer.
